Definitely a step up, but not much of one. At times it sounds as though Midnight Oil, had they a different singer, could have given such late 70s corporate rockers as REO Speedwagon a run for the money. The band had clearly become better musicians since their last effort, but the creative juices had yet to flow. Improvement can certainly be heard in Garrett's singing. Realizing he wasn't blessed with a normal (or even very good) voice, he started using the thrusting and chanting sound that would be his trademark. There are moments when the future can be glimpsed. "Back on the Borderline" sounds a bit like a Midnight Oil song as we know it to be and some of the lyrics vaguely approach political themes and Australio-centricity.
